Can I print professional photos at Walmart or Walgreens?

The photographer told me I had to pay for each photo I wanted a copy of on a cd. So I did and I have a few on a cd that they gave me. I already tried to print the photos online at Walgreens but they told me I needed to bring in a paper from the photographer saying it was released. But they gave copies on a cd, isn't that basically a release? Or did the photographer lie to me when I paid for each photo so I could reprint them myself?
