This can't be true about UC eligibility!!!!?

Alright, I do not want to sound arrogant or anything but I was just told I am ineligible to attend a UC because I received a "d" my senior year. I think this is very unjust because I graduated with a 4.0, scored in the 97th percentile on my SATs, have over 175 hours of community service, and have multiple years of studio art. I got into UCLA but was rescinded because I did not meet their GPA requirement. I maintained a 3.5 weighted GPA that year. Now I am applying to another UC and they told me I am ineligible because of one D, in an elective cl! I am amazed at how one grade can overshadow a 4.0 ulative GPA and make me ineligible when I have friends who received one D also, but weren't rescinded and are now at Berkeley. Is there any way for me to become eligible again? Thank you.
