Getting a driver's liscene when you're over 18 in MA question?

I was wonder (in the state of MA) when you turn 18, can you go in and apply for your drivers liscenes? Adn do you need yoru permit beforehand? If so, is there an amount of time you must wait before getting your permit and applying for your liscenes after you turn 18?
